THE 11th INTERNATIONAL TRT DOCUMENTARY AWARDS REGULATIONS
The TRT Documentary Awards has been organized to support amateur and professional documentary film-makers; to contribute to the development and popularization of the documentary film genre; to enable audiences to view different and high quality documentary films from various countries, and in the long term, to form the groundwork where worldwide documentary film-makers will meet and exchange their ideas.
The TRT Documentary Awards is organized by the Turkish Radio Television Corporation, the first and only public broadcasting organization of Turkey. The headquarters of the event is in Ankara.
3. APPLICATIONS FOR THE COMPETITION
The TRT Documentary Awards is open to all documentary film-makers who are eligible to enter the competition. Participation is free of charge.
4. COMPETITION CATEGORIES
The TRT Documentary Awards is held in two main categories, namely national and international.
Participants shall fill in and sign their application forms according to their competition categories.
It is not allowed to participate in more than one category with the same production.
The National Competition is held in two sub-categories, namely “Student Films” and “Professional”. Participants shall indicate in their application forms in which categories they shall compete.
A film-maker, albeit with different productions, shall not compete in both categories.
The language of the National Category competition is Turkish. If the documentaries entering the National Competition include different languages excluding Turkish, the Turkish dubbed or subtitled copy shall be submitted to the TRT.
4.1.1.Students Film Category The participation in Student Films Category is exclusively limited to those who were students at the production date of the work. The participants will have to document their status.
The documentaries which enter the National Competition in the Student Films Category must be at a minimum of 15 and a maximum of 60 minutes
4.1.2.Professional Films Category Documentaries entering the National Competition in the Professional Category must be at a minimum of 20 minutes.
The duration of the documentaries entering the International Competition must be at a minimum of 25 minutes.
The language of the International Category Competition is English. If the documentaries entering the International Competition are in languages excluding English or include different languages excluding English, the English dubbed or subtitled copy shall be submitted to the Competition.
5. THE CONDITIONS FOR PARTICIPATION
5.1. Documentary film works may enter the competition. Works produced such as TV programs, promotional films, etc., which do not have any artistic aim and films which cannot be evaluated as being within the concept of the art of the cinema shall not be accepted in the competition.
5.2 Films which are completely fictional or of the animated genre etc., and have documentary elements in it just to support the story can not enter the competition; however, dramatic documentaries and docu-dramas which are entirely documentary films but include fictional, experimental or animated elements in them just to support the story may enter the competition.
5.3. Documentaries which have been produced complying with the technical format of TV broadcasting (mxf, mov, mp4 etc., full HD) may enter the competition.
5.4. Documentaries produced after January 01, 2018 may enter the competition. Documentaries which entered the TRT Documentary Awards on previous occasions can not enter this competition.
5.5. Excluding the TRT Documentary Awards, documentary films which previously entered national or international competitions and received an award can enter this competition. However, this participation shall not constitute a hindrance to the transference of the rights envisaged to be transferred to TRT and specified in Article 10 of this Regulation.
5.6. Documentaries produced as a “series” may enter this competition with at most one episode that reflects the series as a whole.
5.7. Participants may enter this competition with more than one documentary film.
5.8. Directors of Documentary films participating in the competition in the National Category are required to be Turkish Citizens. Directors who are citizens of the Turkish Republic of Northern Cyprus may also compete in this category.
5.9. The documentary films not complying with the current laws of the Republic of Turkey regarding broadcasting and of the European Convention on Transfrontier Television, as well as the documentaries which insult any nation, country, religion or make propaganda, support violence, war, drug use or pornography, praise all kinds of fanaticism and documentaries that contain promotional elements can not enter the competition. If those films enter the competition, they will not be evaluated.
5.10. The members of RTÜK (the Supreme Board of Radio and Television of Turkey), the Chairman and members of TRT Administrative Board, Deputy Directors General (as long as they retain their positions at TRT), full and alternate members selected to be in the Selection Committee, TRT staff involved in the organization of the Competition, administrators and personnel of the department in charge of the Competition, their spouses as well as first degree relatives of employees involved with the Competition cannot contribute to or enter the competition. In case these terms are found to be violated, the applicant will be excluded from taking part in the Competition and if the applicant has been deemed of any prize, it will be taken back.
5.11. The documentaries produced or co-produced by TRT or produced for TRT can not enter this competition.
6.1. Application and Pre-selection process
- Individuals who want to enter the competition may obtain the application form via the websites of the competition; www.trtbelgesel.com, www.trtdoc.com and TRT’s official website www.trt.net.tr.
Individuals who wish to enter the competition must send all materials listed below by hand, by cargo or by mail,
-The entry form signed by the entrant, (the signatory is liable for the accuracy of the information given in the application form. The signatory shall bear all legal liabilities arising from the information. By signing the application form, the entrants are deemed to have accepted the Regulations)
- A file containing a copy of the documentary, which is dubbed or subtitled in Turkish for the National Competition and dubbed or subtitled in English for the International Competition, and which is recorded on a DVD or a portable memory in mxf, mov, avi, mpeg2, mp4 or any other format playable on any standard computer.

begining from November 23, 2018 until Friday, January 25, 2019, at 18:00 o’clock which is the application deadline for pre-selection.
Applications made after this date or sent by mail or cargo shall not be taken into consideration.
The pre-selection results will be announced on March 8, 2019.
6.2 The Competition
Documentaries that entered the shortlist will submit the following materials;
6.2.1 For the National Competition:
One full HD copy of the documentary, dubbed or subtitled in Turkish, recorded into a portable memory or a HD Cam cassette, with mov/mxf extension,
Turkish dialogue text,
Synopsis of the film,
A trailer of the work (preferably, 30 to 60 seconds),
At least two photos of the scenes in the documentary (at least in 300 dpi resolution, in the JPEG or TIFF format),
A photo of the entrant (at least 300 dpi resolution, in the JPEG or TIFF format),
A short autobiography / filmography of the entrant,
Promotional Materials (Poster, Brochure etc.) ;
6.2.2 For the International Competition:
One Full HD copy of the documentary, dubbed or subtitled in English, recorded into a portable memory or a HD Cam cassette, with mov/mxf extension,
The English text of dialogues,
A synopsis of the film,
A trailer of the work (preferably, 30 to 60 seconds),
At least two photos of the scenes in the documentary (at least in 300 dpi resolution, in the JPEG or TIFF format),
A photo of the entrant (at least in 300 dpi resolution, in the JPEG or TIFF format),
A short autobiography / filmography of the entrant.
Promotional Materials (Poster, Brochure etc.)
The above listed materials must be handed in, posted or sent by cargo to the above mentioned address of the Organization and Executive Committee or if they are uploaded on a website, the http link and download code must be stated, by March 22, 2019 at the latest.
Copies shall not include commercial breaks.
The finalists are required to deliver the original copy of The Agreement Form, which is to be signed by the owner/s or the representatives of the work, to the Organization and Executive Committee, prior to the final work of the Selection Committee. The said form shall be given to the finalists by TRT.
The Presidency of Organization and Executive Committee has the right to disqualify the works whose required documents and materials are not submitted by the deadline.
7.1 Pre-Selection Committee and How It Works
7.1.1 The Pre-Selection Committee consists of at least 5 (five) persons. The committee members are; a representative from the Turkish Ministry of Culture and Tourism, a representative from the Professional Association and sector and TRT representatives. Upon the approval of the Organization and Executive Committee, the Pre-Selection Committee may increase the number of the Committee Members that would break down applications into categories and evaluate them.
7.1.2 The Pre-Selection Committee shall evaluate and eliminate the documentaries which have applied for the competition in terms of regulations, technical and aesthetic aspects, creativity and category selection.
7.1.3 The Pre-Selection Committee submits its decisions in written form with justification and signature to the Organization and Executive Committee.
7.1.4 The Organization and Executive Committee has the right to leave out from its evaluation process, the applications with missing documents or materials.
7.2 Selection Committees and How They Work
7.2.1 The Selection Committees are composed of at least 5 members in each of 3 competition categories, namely the National Student Category, the National Professional Category and the International Category. The members of the Selection Committees are selected by the Organization and Executive Committee of the TRT International Documentary Awards, from among film-makers from various countries, academics who are involved in cinema, film critics, members of the associations on the cinematic art, broadcasters, organizers of film festivals and of various individuals, who have expertise in different fields but have an esteemed place in society with regard to their views on cinema.
7.2.2 Individuals who have contributed to documentary films which have entered the competition cannot be a member of the Selection Committees.
7.2.3 The Organization and Executive Committee of the TRT International Documentary Awards shall assign to the Selection Committee an observer who has no right to vote. The observer may contribute to the solution of problems that might arise with regard to methodology of the process.
7.2.4 The Selection Committees, before watching the films, will hold their first meeting with one assigned member from the Organization and Executive Committee. At this meeting, information regarding the TRT International Documentary Awards shall be presented. Thereafter, the Selection Committees shall select their President from among the members and establish the way they would work during the process.
7.2.5 The Selection Committee members are obliged to view all films.
7.2.6 The Selection Committees shall make their decisions for awards in consideration of the creativity and artistic qualifications of the films.
7.2.7 The Selection Committees shall make their decisions with a simple majority vote.
7.2.8 The working language of the Selection Committees is Turkish in the National Category, and English in the International Category.
7.2.9 The Committee Members, including the President of the Selection Committees, have only one vote each.
7.2.10 The Selection Committees shall determine the films to be awarded in all categories from among the films that were deemed eligible to enter the competition. The Selection Committees are not obliged to give an award if they consider submitted Works are not qualified enough to win awards. The awards are presented on behalf of institutions that contribute to TRT Documentary Awards.
7.2.11 The Selection Committees shall submit their signed decisions in writing and with justified reasons the Organization and Executive Committee of the TRT International Documentary Awards prior to the date of the announcement of the results.
8. ANNOUNCEMENT OF THE RESULTS
The results shall be announced officially at an award ceremony on Monday, April 29, 2018.
9.1 The awards in the national and international categories are as follows:
9.1.1 National Competition:
a)Student Films Category:
The Best Documentary Award: 25.000 ₺ (Twenty five thousand Turkish Liras)
Special Prize: 20.000 ₺ (Twenty thousand Turkish Liras)
Special Prize :15.000 ₺ (Fifteen thousand Turkish Liras)
The Best Documentary Award : 50.000 ₺ (Fifty thousand Turkish Liras)
Special Prize: 40.000 ₺ (Forty thousand Turkish Liras)
Special Prize: 30.000 ₺ (Thirty thousand Turkish Liras)
9.1.2 International Competition:
The Best Documentary Award : 10.000 € (Ten thousand Euros)
Special Prize: 7.500 € (Seven thousand five hundred Euros)
Special Prize: 5.000 € (Five thousand Euros)
9.2 The Selection Committees cannot give any type or number of awards which are not mentioned in the regulations. However, if an individual, a foundation or an association wishes to give an additional special award, aside from the existing award categories in the TRT Documentary Awards, they shall submit an application to Organization and Executive Committee of the TRT Documentary Awards during the same year the competition is to be held. The Organization and Executive Committee shall evaluate the situation and the final decision shall be conveyed to the Selection Committees.
9.3 The applying individual, association or foundation shall inform the Organization and Executive Committee about the aim of the additional awards; or the individuals or associations wishing to give additional awards may request the selection be done by the Organization and Executive Committee.
9.4 If the broadcasting rights of a competition entry awarded with a prize were acquired by TRT before the announcement of the Competition results, the excess cost between the amount of the prize and the License Fee determined by the TRT Purchase Agreement shall be awarded to the competition applicant. No additional payment will be made if the amount indicated in the Purchase Agreement is higher than the amount of the Prize.
10.1 The below-mentioned rights of the documentaries awarded in the National Category will exclusively be transferred to TRT for 2 (two) years, with unlimited runs, with full authority and a sub license for Turkey. The license period starts from the date when the prize amount is transferred to the account of the right holder(s) as specified in the Article 11, following the signing of the Financial Rights Transfer Contract (See Article 11) with TRT.
- The right of broadcasting on the Internet TV, IPTV, Podcasting including new media,
- the right of all types of broadcasting namely free TV, encoded TV, Pay TV etc., that shall be carried out by satellite and terrestrial broadcasting;
TRT can exercise the afore-mentioned rights of reproduction and distribution as well as broadcasting rights on all TRT channels and all of its other mediums including all TRT satellite TV channels, in Turkish and in other languages, as dubbed or subtitled.
10.2 The below-mentioned rights of the documentaries awarded in the International Category shall exclusively be transferred to TRT on condition of broadcasts from Turkey and in Turkish language for 1 (one) year and with unlimited runs, with full authority and a sub license. The license period starts from the date when the prize amount is transferred to the account of the right holder(s) as specified in Article 11, following the signing of the Financial Rights Transfer Contract (See Article 11) with TRT.
- The right of broadcasting on the Internet TV, IPTV, Podcasting and new media
- the right of all types of broadcasting namely Free TV, encoded TV, Pay TV etc., that shall be carried out by satellite and terrestrial broadcasting.
This right includes broadcasts from TRT's own satellite TV channels during the license period.
10.3 Participants shall agree, acknowledge and pledge that their work are original; that they do not violate copyrights or other rights of third parties; that they obtained necessary permission from the author and the associated copyright holders for all work that have been used in the documentary; that they, if they win awards, are entitled to transfer these rights to TRT and agree that TRT shall be exempt from claims that arise from the use of these rights by TRT; that they are the addressee of any kinds of compensations and other penal sanctions that will be demanded by persons included in their work or they employed; that they will not sell, transfer or grant the work to other institutions or persons except to TRT during the license period.
10.4 Participants, if their Work are awarded, shall submit the documents proving that they have transferred the said rights to TRT from the work’s Director, Dialogue Writer, Musical Score Composer and, if there is any, from Scriptwriter, or if these rights were transferred to another individual, foundation or association, the participants are required to obtain them and submit original copies of these documents to TRT as well as other materials required by TRT for broadcast. If the Director of the Work is the applicant himself/herself, then they are required to submit the aforementioned documents indicating that the rights have been transferred from the Work’s Dialog Writer, Musical Score Composer and, if there is any, from the Scriptwriter or from another individual, foundation or association in case these entities hold the rights.
10.5 As for the documentaries that have been awarded, including the special award and additional awards, there shall be no cost for the use of the right that has been transferred to TRT.
10.6 Should their Work be awarded, participants will submit to TRT (if they have not delivered previously), a broadcast-ready copy of their Work, which will include musical effects track and audio track recorded on different channels (with intro tracks), bearing the technical specifications wanted by TRT, along with the text and promotional materials of the Work.
11. THE SUM OF THE AWARDS
After the statutory deductions, the amount of the awards will be paid by TRT within 1 (one) month following the signing of the Financial Rights Transfer Contract by both Parties and the submission of the documents and the required materials regarding the award-winning work, which are specified in Article 10 of this regulation and agreed to by the owner of the Work. If the applicant has transferred the rights, which are required to be granted to the TRT under the terms and conditions of this agreement, to an individual or an establishment the amount of the award will be paid in the following terms: after the statutory deductions, 50% of the award sum will be paid to the applicant and the remaining 50% to the individual or the establishment who hold the rights. The documents and materials requested by TRT must be delivered in 6 (six months) at the latest from the date of the official announcement of the results. Should the applicant fail to meet the commitments and provide invalid information on the application form or should TRT determine that there are violations in the provisions of the regulations, payment shall not be made. However, if payment has already been made, the amount of the award shall be returned to the TRT, with interest. The applicant shall agree to and guarantee this provision.
12.1 Applications which do not meet the requirements may be eliminated by the Organization and Executive Committee of the TRT Documentary Awards, the Pre-Selection Committee or by the Selection Committee.
12.2 Co-productions are considered eligible to enter the competition on behalf of the association that submits them. The participant assures that other co-producers confirm this participation.
12.3 The co-producers must be mentioned in the application form.
12.4 Shipment and custom clearance fees, freight charges and insurance costs related to the competition will be borne by the participant.
12.5 The Organization and Executive Committee of TRT Documentary Awards may hold public screenings for all or some of the documentaries which have entered the competition and passed pre-selection process in different languages in cities and theatres both at home and abroad, for cultural purposes. Public screenings of the documentaries that enter the shortlist in the National Category will be subject to legislation on festival screenings by the Republic of Turkey Ministry of Culture and Tourism.
12.6 The reproduction and distribution rights of the award winning documentaries on the DVD format shall non-exclusively be transferred to TRT throughout the License Period, upon permission by the owner/s of the Work. TRT may reproduce and distribute free of charge for cultural purposes, a DVD set including the copies of the documentaries awarded in the competition. This does not prevent the authors of the participating documentaries from using the reproduction and distribution rights on the DVD format for commercial purposes. TRT may also distribute, for promotional purposes, a DVD press kit including the demos of the documentaries awarded in the competition and/or a catalogue including promotional materials of the finalist Work that have passed the pre-selection stage.
12.7 Documentary materials submitted by applicants to TRT for pre-selection stage shall not be returned. Copies of the documentaries passing the pre-selection, provided that the request was already specified in application form and except for copies of the awarded documentaries, will be returned to written address on the application form with costs to be covered by TRT.
12.8 TRT shall have the right to publish and broadcast at most 3 (three) minute excerpts of the documentaries in the competition on both its own TV channels, its mediums and on other Turkish TV channels or mediums to promote the competition.
12.9 All kinds of visual material submitted to TRT for the competition, may be used free of charge in all other media including the printed media and the internet for promotional purposes.
12.10 Broadcast of documentary films awarded in the competition shall be subject to the relevant broadcasting regulations of TRT.
12.11 The application form of the competition is signed by the owner and/or the Director-Directors of the documentary film.
12.12 The written terms of this regulation are in Turkish and have been translated into English. In case of any difference in the interpretation of texts, the Turkish version shall be used.
12.13 TRT is entitled to decide whether to make an evaluation, should other matters not mentioned in this regulation, arise and if participation does not reach the desired level.
12.14 TRT has the right to make any changes to this regulation.
12.15. Participants in the competition are considered to have accepted these terms and conditions.
